1949-2014

He was the Second President for the Hispanic Organization for Public Employees (HOPE) and a member from 2003 to 2014. The eight HOPE founders working with the CPS Energy Diversity Council launched its official kick-off in May 2004. When it became the utility’s first employee networking group. Jimmy together with the other founders wanted to make a difference at CPS Energy in diversity, leadership, community scholarships, and internal and external networking exposure of what HOPE was.

1980 Jimmy E. Garcia received his Bachelor of Business Administration Degree from the University of Texas at San Antonio, Vice president UTSA Marketing Club, and was a full–time employee with the San Antonio Firefighters. 1990 to 2012 Jimmy E. Garcia was the Risk Management and Insurance Department Supervisor. He was responsible for supervising staff, ensuring that CPS Financial Stability/Assets are properly protected through CPSs insurance program, transferring of the risk through contracts/insurances and loss controls. He was member of the CPS negotiating team during major contracts of construction of the power plants. He had a good working knowledge of Contract and Purchasing Operations/Procedures applicable State laws.

1988 to 1990 Clayburne Insurance Associate Operations Manager, he managed the overall operations of the Insurance Agency and supervised an office staff of 19 people. He managed personnel, accounting, computer technology, insurance, company communications, financial reporting, budget planning, reorganizing, implementing new policies and procedures, monitoring workflow, and evaluated personnel for merit increases, job descriptions, and performances, promoting, hiring and terminating personnel.

1980 to 1988 Aetna Life & Casualty Insurance Company Automation Supervisor, he supervised automation coordinator and worked with a computer analyst in the automation section of the company. He managed production and services of insurance agencies in and the South Texas territory and the safety/loss control representative. He conducted loss control/safety inspections for commercial businesses to include developing loss control/safety program to reduce hazards and losses at these locations.

1972 to 1980 City of San Antonio Fire Department Firefighting Division – which included training and experience developed in Rescue, Safety, CPR, Property Inspection, Hydraulics, National Fire Protection Association (NFPA) rules, Occupational Safety and Health Act (OSHA) rules, and firefighting techniques.

Jimmy E. Garcia was called to heaven on Friday, March 28, 2014 at the tender age of 64. He was born in Floresville on April 24, 1949 to Mariano B. & Carmen Garcia. He was a 1968 graduate of Floresville HS and a 1980 graduate of UTSA. He served as a Reserved Marine and was a member of San Antonio Fire Dept. (1972-1980), Safety Engineer/Inspector (1980-1990), CPS Energy Risk Manager (1990-2012) and retired in 2012. Jimmy was a man who touched the lives of everyone he met. He was a shoulder to lean on, an ear to listen to, and a teacher to many. His greatest role was that of "grandpa". Jimmy was an avid Dallas Cowboys, Spurs, UT and UTSA fan. He loved playing poker, traveling and living life as a retiree with his family. Jimmy was a member of Oak Hills Community Church. He is preceded in death by his parents, Mariano & Carmen Garcia. He is survived by his wife, Elizabeth Garcia; sons, Anthony & wife, Krista, Christopher & wife, Stephanie, (and their mother, Gloria), Christopher & wife, Melissa, Jon Paul & wife, Ana, & Adrian; brothers & sisters, Mariano Jr., Adela, Carmen, Ramiro, Ysidro, Mary Rose, Susie, Dimas, & Thelma; grandchildren, Carys, Luke, Matthew, Justin, Avery, Dinora, Naydine, Jon Paul, Jr. & Gianna; & numerous family and friends.
